Non-driver photo ID

If you are new to Canada, living in Saskatchewan and looking to obtain a photo ID, please follow the instructions below to obtain all the required documentation before visiting one of our locations.

First, you will need to meet the identification requirements. Your identity is defined as all three of the following:

  • Legal name (assumed names, alias names and nicknames will not be accepted)

  • Complete birth date (day/month/year)

  • Signature

To meet the identification requirements, please have two pieces of original identification (photocopied documents are not acceptable) that both prove your legal name, birth date, and signature. These together will need to have the same name and combined, prove your full name, date of birth, and signature.

For example, one ID with your name and birth date, and another with your signature.

You will also be required to prove you are legally entitled to be in Canada by providing one of the following original documents (photocopied documents are not acceptable):

  • Valid/non-expired Canadian Drivers License (must turn in) OR

  • Saskatchewan Health Card OR

  • Canadian birth certificate OR

  • Canadian passport OR

  • Immigration, Refugees and Citizenship Canada documentation

Saskatchewan Residency Acceptable Documents

  • Birth certificate – issued by a Canadian province or territory
  • Canadian passport– valid/non-expired
  • Certificate of Citizenship (IRCC) – issued under the Citizenship Act(Canada) and must be dated before Feb.1, 2012
  • Permanent Resident Card (IRCC) – issued under the Immigration and Refugee Protection Act(Canada) or similar document issued by the Government of Canada under previous legislation. Signature accepted only if dated before Feb. 4, 2012.
  • Record of Landing – issued under the Immigration and Refugee Protection Act (Canada) Doc IMM 1000
  • Refugee Protection Claimant document (IRCC)
  • Notice of Decision – issued by the Immigration and Refugee Board of Canada, Refugee Division
  • Study permit or work permit– issued under the Immigration and Refugee Protection Act(Canada)
  • Temporary Residence Card (IRCC)
  • DND (Department of National Defence) driver permit
  • Secure Certificate of Indian Status (SCIS) – credit card style issued by the Government of Canada
  • Certificate of Indian Status (CIS)– laminated polaroid style
  • Enhanced Canadian Driver Licences (EDL)/ Enhanced ID Cards
  • Aviation Document issued by Transport Canada
  • DND Driver Permit
  • NEXUS and FAST/EXPRES cards – must be a citizen or permanent resident of Canada

Finally, you’ll be required to provide two pieces of original Saskatchewan Residency documents:

  • Utility Bill (SaskEnergy, SaskPower, Water Bill, Sasktel - not cell phone bill) OR

  • Bank Statement or Cancelled Cheque OR

  • Mortgage Document OR

  • Employment Confirmation OR

  • Residential Lease OR

  • Personal Income Tax Document OR

  • Social Assistance Benefit Confirmation
    AND

  • Claims Experience Letter (from previous Province of Residency)

Acceptable Documents

  • Signature form for first-time drivers between the ages of 15 and 18/Guarantor form (pdf)*
  • Utility bill – telephone, power, energy, water, Internet, cable or alarm service (no cellphone bills)
  • Financial document– bank or credit card statement, cancelled cheque, or letter on official bank letterhead
  • Declaration of guarantor for proof of residency (pdf)
  • Mortgage document – including Property Tax Assessment, land title or insurance policy
  • Residential lease/rental agreement – including tenant insurance, verification of university residence, letter or receipt from landlord
  • Personal income tax document – including Notice of Assessment, child benefit, GST statement or T4
  • Employment confirmation – employment pay stub or confirmation of employment letter
  • Social assistance benefit confirmation – Worker’s Compensation, disability payment, Canada Pension Plan, Old Age Security, Social Assistance benefit confirmation, or Employment Insurance benefit statement

Please bring ALL ORIGINAL required documents with you to our office at the time of transfer:

  • Two pieces of original identification

  • One legal entitlement document to be in Canada

  • Two pieces of Saskatchewan residency documents

Further steps after collecting Documents

  • You will get the customer number issued

  • After that, your photo will be taken in the office

  • You will be issued temporary identification card in the office

  • Your physical card with photo and signature will be mailed to the mailing address you provided in approximate 2-3 weeks

  • You can use your temporary identification card for 90 days

Vehicle Registration Requirements

  • Proof of Ownership (YOUR previous Registration or Bill of Sale)

  • First Time Registered Saskatchewan Light Vehicle Inspection

  • Saskatchewan Driver’s License # (Customer #)


If you are new to Saskatchewan but live outside of Canada and are looking to obtain a Driver’s License, please follow the instructions below to obtain all the required documentation before visiting one of our locations.

  • Reciprocity only applies to:

    • USA (must turn in USA license)

    • European Union (Austria, Bulgaria, Croatia, Cyprus, Czechia (Czech Republic), Denmark, Estonia, Finland, Germany, Greece, Hungary, Iceland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Taiwan)

    • United Kingdom (including England, Wales, Scotland, Northern Ireland, & Gibraltar)

    • South Korea (referred to the Republic of Korea; including the provinces of Gangwon-do, Gyeonggi-do, Chungcheongbuk-do, Chungcheongnam-do, Jeollabuk-do, & Jeollanam-do). NOTE: This does not include North Korea or the Democratic People’s Republic of Korea

  • Off Shore drivers license should be surrendered (when reciprocity is granted). All Canadian (excluding Department of National Defence), American, and *off-shore driver’s licences for which a customer has been granted reciprocity for a Saskatchewan driver’s licence must be surrendered and are not to be returned to

    the customer under any circumstances.

You will need the following documents:

  • Valid/non-expired Off-Shore Driver’s License

AND

  • Valid Foreign Passport including1” of the following":

    • Permanent Resident Card

    • Work Permit

    • Certificate of Citizenship

    • Record of Landing

    • Refugee Protection Claimant Document

    • Study Permit

    • Temporary Residence Card

    • Visitor Record

AND

  • 2” of the following that clearly displays your NEW Saskatchewan address for Proof of Residency:

    • Utility Bill (SaskEnergy, SaskPower, Water Bill, Sasktel - not cell phone bill). OR
